If no one is present at the assignment location, you can not have access to it and the client is unreachable, you should wait for a reasonable time (~ 30 minutes).
If you have no news after 30 minutes and the client is still unreachable, you can change the status of the assignment by reporting a problem:
Specify the reasons for the problem (“The assignment did not take place” > “My contact was not there”) and explain the situation in a comment.
